Are meta keywords still important?

No. Google has officially confirmed that it ignores the meta keywords tag for ranking purposes. However, some other search engines and tools may still use them. Including them doesn't hurt, but don't rely on them for SEO.

What's the ideal title length?

Under 60 characters. Google displays up to ~580 pixels of the title in desktop search results (about 50-60 characters). Titles that are too long get truncated with "...".
